To Define the Order of States in a Workflow

Under the Workflows node, select a workflow containing states.
In the list of states to the right, select a state.
Do one of the following:

Click the Move Up or Move Down buttons on the toolbar.

or
Right-click the selected state and select Move Up or Move Down.

The state is moved to its new position within the workflow.
