To Configure Navigator Mobile Publisher on the Data Processing System

Start ConstructSim Executive and open the VEM file for your project.
From the WorkFlow panel, go to Workflows > YourProject > End-To-End Data Run > Phase 4 - Upload New VCM to Server > Transfer data to WPS Server > Publish i-model for Review.
Right-click Publish i-model for Review and from the pop-up menu select Properties. The Workflow Properties dialog opens.
Set the MOBILECONVERTER (optional) field to point to DgnDbPublisher.Console.exe file.

This allows ConstructSim Executive to create mobile i-models.
