Having defined location data is essential for site map functionality. Review the Reference Attachment Settings for the site map you are using - units and scale are essential for proper location and overlay. When you click OK on the Reference Attachment Settings dialog, the site map is live content, which means as project iterations happen in the site map, you get live updates automatically.
