Several checks in the UBC require the engineer to use the ultimate material strength. This requires an over-strength factor that is used to increase the material yield strength when performing these checks. Note that in the AISC 1997 the material over-strength factor is automatically calculated based on the yield strength of the base material (refer to the technical manual for more information).
