The maximum reinforcement yield strain of all tensile reinforcement in the cross section is limited to the tension-controlled strain limit, which is defined as (ε_ty + 0.003) in Table 21.2.2.2.

Application of this section is limited to cross sections with net axial load (compression) less than $0.10{f_c}^{\prime }{A}_g$, in accordance with 9.3.3.1.
