You have opened a tagging system.

Click the Edit button in the details of the selected tagging system.

In the tool bar, click Add Aspect.

Enter a Name and optionally a Description.

Click OK.

In order to exit the edit mode, click Save.
The aspect is created. To add tagging rules, click on the aspect while not in the edit mode.
