You can access this dialog from the following:

• Ribbon: OpenRail Modeling > Rail > Turnouts.

Places crossing. Diamond, Single Slip and Double Slip crossings can be placed. Crossing type can be selected from the Feature Definition list. Crossings can be placed on tangents and curve sets.
