Sets the scale ratio used to determine the x size of the raster element in master units. A value of 1.00 results in a raster element that is one master unit in width.
Level
Sets the level on which the flag is placed.
Class
Sets the flag's class ? Primary or Construction.
Transparent
If on, the background pixels (black) are transparent.

Sets the source image file. The image size cannot exceed 320 pixels square.

Opens the Select Image File for Flag dialog, which is used to graphically select the image file.
