To Place a Quarter Ellipse

Select the Place Quarter Ellipse tool (Drawing > Home > Placement > Arc Tools split button ).
Enter a data point to define one endpoint.
Enter a second data point to define the orientation of an axis.
Enter a third data point to define the other endpoint.
