To Change the Scale of Existing Annotation Cells with a Key-in

Use the Element Selection tool to select the required cells. If none are selected, then the key-in will apply to all annotation cells.

In the Key-in window, key in ANNOTATIONSCALE CHANGE <value>.
The selected cells are scaled by the new annotation scale factor <value>.
