To Place a 1:100 A0 Border as a Cell

Attach the file A0-border.dgn as a cell library (located in the
..\Default\Borders\ISO\
folder in MicroStation's program directory).

Select the Place Active Cell tool.

Click the Browse Cell(s) icon.

Select the cell 1:100 and click the Set Active Cell icon.

Check that X, Y, and Z scales are set to 1.

Check that True Scale is turned on.

Enter a data point to place the cell.
