To Place a Cylinder Feature with Axis Set to Points

Select the Cylinder Feature tool.
From the Axis option menu, choose Points.
Enter a data point to define the center of the base.
(Optional) If Radius is off, enter a data point to define the size of the radius.
Enter a data point.
If Height is off, this data point defines the height and the orientation for the cylinder.

If Height is on, this data point accepts the height value and defines the orientation of the cylinder.
