To Change an Element's Level Using the Active Level Drop-Down Menu

Select the element whose level you want to change.
In the Attributes section, click the Active Level drop-down menu.
The menu drops down, listing the levels in the open DGN file.
Choose the level to which to move the selected element.
The element is moved to the chosen level, and the Active Level is set to that level.
