Each toolbox has a property, Dimension, which specifies whether the toolbox should display in the Tool Boxes dialog when you are working in 2D DGN models, 3D DGN models, or both (the default). The Task Navigation workflow of the ribbon honors this setting. Also, if you import tasks and custom tools into the ribbon, and if this setting is not set to Both, it gets converted to an equivalent visibility expression.
