This implies that a user may not open a protected file if non-compliant applications have already been loaded. This happens when the user first opens an unprotected file and then tries to open a protected file. It also happens when the user moves between different protected files, where each file has a different set of digital rights-compliant applications. When this happens, even an authorized user is denied access to the protected file.
