To Scale an Element(s) by the Active Scale Factors

Select or fence the element(s).
Select the Scale tool ( Drawing > Home > Manipulate ).
In the tool settings window, set Method to Active Scale.
Enter a data point to define the point about which the element(s) are scaled.
