To Scale an Image Using Active Scale

Select the Scale Raster tool (
).

Choose Active Scale from the Method option menu.

Specify the scale by entering a factor in the Scale input box.

Enter a data point at the same location, whatever the scale.
All views update to reflect your scale adjustments.
